We skip the maxpool_2d_uint8_cpu test as it fails consistently in our build environment, and has several related issues open upstream: https://github.com/onnx/onnx/issues?q=is%3Aissue%20state%3Aopen%20maxpool

onnx links against abseil, which is Apache-2.0 licensed. See the LICENSE_NOTES.md file included in the wheel (versions 1.21.0 and older) for licensing information about that project. As of 1.22.0, onnx ships a NOTICE file containing licensing info for all linked libraries, making the LICENSE_NOTES.md patch obsolete.
